The Personnel Department provides services to approximately 600 regular, limited, and temporary employees and over 325 retirees on issues relating to: administering the personnel bylaw, policies, and procedures; maintaining employee classification and compensation plans; monitoring personnel actions of all Town departments to ensure legal and policy compliance; managing employee recruitment and selection; coordinating orientation, training, and employee recognition activities; providing workers' compensation case management and administrative services; and designing and administering employee benefits programs. The Personnel Department advises the Personnel Board and Town Manager on related issues; advises department managers, supervisors and employees on personnel matters; and assists in labor negotiations and contract administration.

In 2006 the Department managed nearly 40 recruitments and new appointments (including a comprehensive process to secure a new Public Works Director), reviewed the classifications and job descriptions of 3 restructured positions, obtained information from 15 area municipalities to evaluate salary increase trends and insurance contributions, secured consulting services and coordination of a comprehensive study of the Town's Classification and Compensation Plan, communicated with retirees regarding changes in Medicare supplement insurance plans and processed new enrollments for approximately 60 individuals, made arrangements for an employee appreciation picnic attended by 175 employees, secured the services of Employment Screening Resources to conduct more comprehensive background investigations for potential employees in sensitive positions, coordinated with insurance carriers and communicated with employees regarding a new fitness reimbursement benefit, managed several complex work-related injury cases, continued implementation of the adpe-time system via continued programming of rules, implemented the salary provisions of a new collective bargaining agreement for dispatchers, made provisions for harassment prevention training for new employees, made arrangements with new dot drug and alcohol testing service to conduct on-site tests, and provided guidance and administrative oversight for several performance improvement plans, disciplinary actions, and terminations.
