PRELIMINARY ELECTION RESULTS
QUESTION 1 -- NEW WILLARD SCHOOL DEBT EXCLUSION ($29,400,000)
29% Voter Turnout -- Question 1 prevailed with a majority vote -- 64% voting in favor and 36% opposed.
There is a Special Town Election scheduled for WEDNESDAY, November 14. Polls will be open from 7:00 am to 8:00 pm.
Concord has five precincts, as follows:
· Precinct 1 - Planning & Land Management Building, 141 Keyes Road (next to Public Works and behind Brooks Pharmacy.... now RiteAid)
· Precincts 2 & 3 - Harvey Wheeler Community Center, 1276 Main Street
· Precinct 4 – Ripley Building, 120 Meriam Road
· Precinct 5 – Hunt Gym, 90 Stow Street
There is one question on the ballot, which is a vote to exclude from the limitations of Proposition 2½ the amounts required to pay for the bonds issued for the reconstruction of the Willard School (debt exclusion vote). This relates to the vote taken under Article 5 of the November 5th Special Town Meeting Warrant, which is reprinted below in blue. Click here for a copy of the Sample Ballot for November 14th.
Vote Under Article 5 of the November 5th Special Town Meeting Warrant
Voted by Two-Thirds Majority: To appropriate the sum of $29,400,000 for the purpose of constructing and equipping a new Willard School, said funds to be expended under the control of the Town Manager, and further that the sum of $1,215,000 shall be set aside for construction bid contingency; and further, that to meet this appropriation the Treasurer with the approval of the Board of Selectmen be authorized to borrow $29,400,000 under Massachusetts General Laws Chapter 44 or Chapter 70B, or any other enabling authorities; provded that no debt hereunder shall be issued unless the amounts required to pay for the principal of and interest on the bond and notes are voted by the Town to be exempt from the limitation on total taxes imposed by Massachisetts General Laws, Chapter 59, Section 21 C (Proposition 2-1/2).
If you will be away from Concord on November 14, or are unable to vote in person at the polls due to physical disability or religious belief, then you are eligible to vote by absentee ballot. The deadline for applying for an absentee ballot is Tuesday, November 13th at Noon. Absentee voting may be done in person at the Town House prior to the Election, or via mail. Family members may apply for an absentee ballot on behalf of a relative, with the ballot mailed to the voter. Please allow ample time for mailing. Note that the Post Office will be closed and there will be no mail delivery on Monday, November 12th due to the Veterans’ Day holiday. The returned ballot must be received at the Town Clerk’s Office by the close of polls on November 14th. Absentee ballots should not be returned to the polls.
If you were registered to vote in Concord as of October 25th, then you are eligible to vote in this Election. To check your voting status or to confirm your polling location, please contact the Town Clerk’s Office. Office hours are Monday-Friday, 8:30 am to 4:30 pm, and Thursdays 8:30 am to 6:00 pm. All Town Offices will be closed on Monday, November 12th in observance of the Veterans’ Day Holiday.
