  • Westford Rd and Fitchburg Tpk. Culvert Replacement Project –CPW’s Engineering Division has resumed preparing the design and bid documents for the infrastructure improvement project.  As discussed in previous reports, this project involves replacing two antiquated and undersized culverts.  The majority of the cost, in excess of $100,000, will be funded by FEMA’s Hazard Mitigation Grant Program.  The grant program is designed to subsidize qualifying projects that minimize future obligations as a result of damages sustained by future disasters.  CPW’s Engineering Division was successful in obtaining grant funding for these culverts under two separate grant applications.  The Town’s minimal contribution as required by the grant will cover 25% of the project cost and is anticipated to be funded through capital funds as well as Chapter 90 State aid.  The overall contribution may increase based on the style and limit of the project peripherals like guardrail and headwalls. The design is expected to be completed in June for a July bid.  Construction is scheduled to begin in the low flow season, Summer 2014 and completed by Fall 2015.
