The purpose of the Cable Television Advisory Committee is to provide advice and assistance to the Board of Selectmen in monitoring compliance with the Cable Television License Agreement and other aspects of cable television service in Concord including the local access channels.

The Cable Television Advisory Committee shall be comprised of five citizens, appointed by the Board of Selectmen for two-year terms. Initial appointments shall be staggered so that appointments expire in successive years. The committee shall elect a chairman and a clerk. The membership shall be made of citizens with diverse backgrounds and should include at least one person knowledgeable in the technical aspects of cable television service.

The Cable Television Advisory Committee was first created in 1984 when the Board of Selectmen first issued a cable television franchise agreement.  In the past twenty years, the cable television industry has changed significantly, most notably in the area of rate regulation.  Under federal law, local licensing authorities no longer regulate cable television rates and fees.  Nevertheless, it is important that a group exist to receive and review citizen complaints and concerns about cable television service, and to communicate with the cable provider, the State regulators, other entities involved in cable service, and the local access channels.
