Licensed Drain Layer Information
What Makes a Contractor A Licensed Drain Layer in Concord?
To be eligible, a contractor must: A.) Declare prior experience in performing water or sewer service installation work, B.) Provide the Town of Concord (Town) with a Certificate of Insurance, and C.) Receive training from the Town on service application procedures and associated design and construction standards and specifications.
If you are interested in using a contractor who is not on the list, they may contact Concord Public Works, Water/Sewer Division for details on applying for a license. As long as they have experience doing this type of work, the process to become licensed normally takes about three weeks.
Owner Responsible for Securing Competitive Pricing
We recommend that you obtain at least 3 quotations to ensure competitive pricing. Since the same contractor can decommission your septic system at the same time the service connection is made to the sewer system, we recommend that you ask for the price of that work to be included in the price for laying the sewer line and creating the sewer connection.
Owner/Contractor Agreement
It remains your responsibility to get an agreement in writing with a contractor that will protect your interests and satisfy your needs with respect to the contractor work, responsibility and responsiveness. While a Town inspector will be present to oversee service installation work, the Town can not recommend any one contractor and can not guarantee the quality or performance of work as it relates to private property.

The Licensed Drain Layers List, maintained by the Town is routinely updated. Although the Town can not accept any liability or responsibility for service agreements made between a private contractor and a property owner, we are interested to know if you experience any difficulties while working with a Licensed Drain Layer.
