Concord Historical Commission Meeting Minutes 06-24-10


Attending: Nancy Butman (Chair), Valarie Kinkade, Holly Larner, Annette Bagley, David Hupper
The meeting was called to order at 7:07pm

The proposed agenda was approved.
The May 20, 2010 CHC Meeting Minutes were reviewed and approved with minor modifications.

Housing workshop: Nancy Butman reported attending the Concord Housing Authority workshop. Discussions at the workshop were geared towards the mission of the housing authority. Valerie Kinkade suggested that the CHC should consider having representation in discussions when affordable housing sites are proposed on property designated as open space.

West Concord Task Force: Holly Larner reported attending the West Concord Task Force workshop. Discussions at the workshop focused on the Industrial District (Bradford Street and Beharrell Street).  Holly noted the value the value of preserving some buildings that narrate the industrial period, and she suggested that the CHC might consider specific structures that could be added to the Demolition Delay Bylaw List.  The task force continues to address the concerns of business owners, property owners, residence, and tenants and to ensure that West Concord village maintains its vitality. The CHC agreed on the need to focus more attention on West Concord.

Old Manse Lighting: Annette Bagley reported driving by the Old Manse during the lighting presentation on June 17 to make an assessment of proposed new exterior lighting. She did not find the lighting objectionable. However, another lighting presentation will be set some time after July 4 because the presentation was inconclusive.     

100 Keyes Road – June 4th Letter: Nancy Butman presented a letter received from EBI Consulting, dated June 4, 2010 regarding a proposed cell tower at 100 Keyes Road. It was agreed to “table” any discussion until the HDC has had time to review the letter and discuss the application.  

Hangar 24/MOA: Nancy Butman reported that the Memorandum of Agreement (MOA) was signed regarding the status of Hangar 24 at Hanscom Air Force Base. It gives Massport the authority to potentially tear down the hangar and develop the area. Nancy will request that pictures are taken of Hangar 24 before any demolition takes place.  
Conantum Markers:  Nancy Butman proposed an idea for a house-marker plan for homes deemed eligible in the Conantum area. The CHC supports having one large marker explaining the significance of the area and the original inhabitants situated on the common land. Holly Larner suggested that the CHC encourage the Association at Conantum to develop their own house-marker program if desired.   

Run-down Buildings: Annette Bagley asked if the CHC has any influence to encourage Verizon to maintain their property on Walden Street. The fence surrounding the property and the shutters are in significant disrepair. Nancy will contact the HDC for their opinion.

Next Meeting: It was agreed to move the next meeting to August 19, 2010
