Present: Representing the Historical Commission: Nancy Butman, Valarie Kinkade, and Holly Larner. Representing the Friends of the Bruce Freeman Rail Trail: Barbara Pike and Elissa Brown. Also present were three interested citizens, Henry Keutmann, a local railroad historian, and David McKenna of the CPC
The meeting was begun in the parking lot of the West Concord Depot and continued along a portion of the proposed Bruce Freeman Rail Trail in one direction to MCI Concord and in the other direction to the river.
The Historical Commission viewed the historical artifacts which have been identified, with the help of Henry, in the report by PAL - the cultural resource consultants retained as part of the 25% design phase of the rail trail project.
Discussion ensued as to the importance of these historical features to the history of the town. Ms Kinkade moved that it be resolved that the historical features and artifacts as identified in the PAL report dated January 10, 2008 are of cultural significance to the Town of Concord and vitally important in the preservation and interpretation of Concord’s active railroading past. Ms. Butman seconded the motion and the Commission voted unanimously in support of the resolution.
The Commission members then discussed whether the Friends of the Bruce Freeman Rail Trail has done their due diligence with regard to providing notice of intent and project design information which affect the historical resources located along the proposed rail trail. It was motioned by Ms. Kinkade and seconded by Ms. Larner to resolve that the Friends of the Bruce Freeman Rail Trail had done their due diligence regarding the identification of the historical resources located along the proposed rail trail. The resolution was supported unanimously by the Commission.
