No person shall remain upon any sidewalk in front of a building or upon any doorstep or other projection of a building in said Town so as to annoy or disturb the occupants of such building or so as to obstruct the passing to or from or by such building, or refuse or neglect to depart therefrom when ordered so to do by such occupant or by any constable or police officer.
