BICYCLE BYLAW
Section 1.  

No resident shall operate a bicycle within the limits of the Town unless such bicycle is registered, according to the provisions of this bylaw, in the Town, and unless the registration plate issued therefor is attached to such bicycle.  

Section 2.  

The Police Department shall register all bicycles owned by persons residing within the Town and issue to the owners thereof certificates of registration, which certificates shall remain in effect unless suspended as hereinafter provided, so long as such registrants own said bicycles.  The application for registration shall contain the name, address and age of the owner, the make of the bicycle, and serial number, if any affixed by the maker, or any other identifying marks.  The certificate of registration shall contain the name and address of the owner, a description of the bicycle and a registration number.  

Section 3.  

Every bicycle so registered shall have attached thereto a registration plate furnished by the Police Department.  Such registration plate shall bear the registration number assigned to the bicycle, and the name Concord.  Upon the sale or other transfer of a registered bicycle, the registrant shall remove the registration plate and surrender the same to the Police Department or may, upon application, but without payment of the additional fee, have said plate assigned to another bicycle owned by the applicant.  A fee of not more than twenty-five cents shall be collected for each registration plate and certificate issued hereunder.  

Section 4.  

No bicycle rental agency shall rent or offer any bicycle for rent unless the bicycle is so registered and a registration plate is attached thereto as provided herein.  

Section 5.  

Every dealer engaged in the business of buying or selling new or second hand bicycles within the limits of the Town shall make a report to the Police Department of every bicycle purchased or sold by said dealer, giving the name and address of the person from whom purchased or to whom sold, a description of such bicycle by name, make and serial number and the number of the registration plate, if any, attached thereto.

Section 6.  

Violation of any provision of this bylaw may be punished by a fine of one dollar and the Police Department may suspend the registration certificate of any registered bicycle operated in violation of any such provision.  Instead of prosecuting a minor, the Police Department may, with the consent of his parent or guardian, impound such bicycle for a period not exceeding fifteen days.  No violation of any of the provisions of this bylaw relative to the registration of bicycles shall affect any civil right or liability, nor shall any such violation by a minor under the age of eighteen be considered a criminal offense.
