Minutes of November 13, 2008
The Finance Committee Guidelines Subcommittee met Thursday evening November 13, 2008, in the Board of Selectmen’s Room at the Town House, Concord, Massachusetts. Notice of the meeting was duly filed with the Town Clerk, Town of Concord, Massachusetts.
Members present: Jill Appel, Walter Birge, Mark Howell, David Kramer, John LaMothe, Judith Quanrud, Carol Wilson.
Also present: Tony Logalbo, Finance Director; David Modell, Chair of Carlisle Finance Committee; Janet Rothrock, Recorder;
Chairman Mark Howell called the meeting to order at 7:32 p.m.
1. Approval of Minutes:
November 6 guidelines meeting – Mr. Birge moved to accept the minutes. Ms. Quanrud seconded the motion and the vote was unanimous to accept the minutes.
2. Guideline Review and Adoption: Mr. Model, Carisle Finance Committee Chair, reviewed Carlisle’s finances. There was a discussion of regionalization. The Committee discussed whether to adopt the proposed guidelines or adopt further reductions now in anticipation of future state aid cuts. It was noted that the School Committee has just signed off on the annual Statement of Interest for Willard School. The MSBA has approved funding for Thoreau School
Ms. Wilson made a motion to adopt the preliminary guidelines as the final guidelines. Ms. Appel seconded the motion and the vote was unanimous in favor of the motion.
3. Finance Director: Mr. Logalbo distributed a draft copy of a report on General Fund Local Receipts – Budget vs. Actual, for FY08 andFY09 (4 months) and the Tax Rate Analysis Fiscal Year 2009.
4. Other Business: There was no other business. The meeting was adjourned at 8:31 p.m.
