Minutes of October 9, 2008

The Finance Committee Guidelines Subcommittee met Thursday evening October 9, 2008, in the Board of Selectmen's Room at the Town House, Concord, Massachusetts.  Notice of the meeting was duly filed with the Town Clerk, Town of Concord, Massachusetts.

Members present: Jill Appel, Nancy Barrett, Susan Bates, Walter Birge, Bruce Button, Mark Howell, David Kramer, Michael Lawson, Judith Quanrud, Lynn Salinger, Carol Wilson.

Also present: Peter Fischelis, School Committee; John Flaherty, Deputy Superintendent of Schools; Pam Gannon, School Committee; Tony Logalbo, Finance Director; Jan McGinn, School Committee; David Modell, Chair of Carlisle Finance Committee; Diana Rigby, Superintendent of Schools; Janet Rothrock, Recorder; Louis Salemy, Concord Carlisle Regional School District; Arthur Unobskey, Principal, Concord Middle School.

Chairman Mark Howell called the meeting to order at 7:30 p.m.

Introductions: Chairman Howell thanked CCTV for televising the meeting, introduced the attendees and reviewed the schedule of upcoming Guidelines Subcommittee meetings.

Superintendent of Schools Diana Rigby and Deputy Superintendent of Schools John Flaherty:

Concord-Carlisle Regional School District - presentation, Q &A

Ms. Rigby and Mr. Flaherty reported preliminary budget information for FY'10 and addressed the questions posed by the Guidelines Subcommittee regarding current programs, new programs, possible budget needs and the Regional School District's capital spending plan.

Ms. Rigby and Mr. Flaherty reported preliminary budget information for FY'10 and addressed the questions posed by the Guidelines Subcommittee regarding current programs, new programs, possible budget needs and the CPS capital spending plan.

Finance Director: Mr. Logalbo distributed a draft copy of a report on General Fund local receipts - budget vs. actual, for the first quarter of FY09, through September 30th.  Discussion followed. Mr. Logalbo cautioned that the major portion of the motor vehicle excise tax billing (a calendar year tax) is done in February and that current economic conditions could adversely affect the Excise Tax billing significantly. FY09 revenue from this source could be lower than the $2,250,000 budget estimate.

Other Business:  There was no other business. The meeting was adjourned at 9:30 p.m.
